This one was in a Titterstone Clee album on Facebook. Can anyone confirm that an LMS shunter worked there?

Yes, there is a picture of LMS 7184 at Clee Hill in "Shropshire Railways" by Geoff Cryer. You can see a preview of the book page on Google Books.

Thanks, that answers my next question as well. BQC is British Quarrying Company. I couldn't find anything on Grace's Guide and thought it might be Bitterley Quarry Company.
